Kier Herbert
Born on 4.7.1900 in Botenwald/Butovice (administrative district of Neutitschein/Novì Jičin), died on 24.2.1973 in Linz. Expert in international law. Childhood in Botenwald, one year in Vienna, family moved to Graz in 1914, military service in 1918, loss of family assets through the subscription of war bonds, studied German and history at the University of Graz from 1919, politicization, joined the fraternity "Stiria", friendships with Ernst von Dombrowski, the graphic artist and glass painter Margret Bilger, the illustrator and author Ernst von Dombrowki and the writers Robert Hohlbaum and Hilde Knobloch as part of the "Wandervogel" movement; 1926-1928 research assistant and librarian at the Department of Economics at the University of Graz, 1927 doctorate with a dissertation on the Austrian Constitutional Court, 1928 to Vienna as assistant to the Chair of Public Law (Max Layer), from 1929 links to the NSDAP, 1931 party member, 1932/33 member of the NSDAP regional leadership in Austria, end of 1933 to Berlin to the Kaiser Wilhelm Institute for Foreign Public Law and International Law (Viktor Bruns), specializing in (international) public international law, March 1938 delegation to Vienna by Arthur Seyß-Inquart, then to Prague as advisor on constitutional and international law to the Sudeten German negotiating delegation, back to Berlin, 1939/40 withdrawal of teaching license at the Hochschule für Politik, secondment as cultural attaché to Belgrade, 1941 to Athens, 1942 return to Berlin to the Institute of International Law, 1945 flight from Berlin to his family in Budweis, shortly after the end of the war to Linz, publishing activities and collaboration with the Oberösterreichischer Landesverlag as editor (Ps. H. Platz), annotated publications of Goethe's, Grillparzer's and Schiller's dramas, after denazification proceedings in 1947 classified as less incriminated, 1951 to 1959 archivist and then works manager of the Nettingsdorf paper factory.
The collection was donated to the Franz Nabl Institute by his son, Dr. Herfried Kier, in 2017.
